Pioneer Insurance CCTV Privacy Notice

Pioneer Insurance has installed closed-circuity television (CCTV) cameras within the building to ensure security of the building premises, protection of Pioneer by monitoring any malicious and illegal activities. We collect data through CCTV which may include footage of individual data subject and process it in accordance with the lawful basis of processing under the law and in accordance with the Data Privacy Act of 2012.
We have developed a CCTV Policy aligned with the circular issued by the National Privacy Commission to govern the processing of personal data through CCTV and ensure that it is protected and in accordance with the Data Privacy Act of 2012, its IRR and issuances from National Privacy Commission.
I. Service Description
Pioneer is group composed of insurance companies that offer products for Life, Property, Casualty, Financial Lines, Marine, Motor, Homeowners, Health, Travel, Special Risks and other insurance related products.
II. CCTV Location
CCTVs are installed to monitor specific area inside or outside the Pioneer building as indicated in CCTV policy. Pioneer put signages to inform you as our individual data subject that CCTV is in operation. The CCTV may be relocated from time to time. CCTV may cover but not limited to the following areas:
1. Building perimeter
2. Building Entrance
3. Elevator
4. Customer Service Area or reception
5. Parking area
6. Cashier
7. Canteen
8. Building lobby
9. Server room
III. Prohibited Areas
Pioneer recognized that the certain area should not be monitored by CCTV due to sensitivity of information or activities. The following are prohibited area to monitor by CCTV:
1. Top management, and/or Officers Executive Offices
2. Meeting rooms and boardroom
3. Restrooms / Toilets
4. Sleeping quarters
5. Lactation room (if applicable)
6. Fitting rooms (if applicable)
IV. What information is being collected in CCTV?
The CCTV cameras capture and record video footage only (no audio) of the target specific area, which may from time to time includes image of people passing through the CCTV covered area. This people maybe Pioneer employee, visitors, and random people which we consider as a data subject. We consider the footage of this individual as personal information. Therefore, it should be protected and ensure privacy.
V. Purpose of Processing
We collect and process data from CCTV for any of the following purposes:
1. To provide a safer environment for employees, customers, and visitors by deterring crime and monitoring high-risk areas.
2. To contribute to the overall safety and well-being of the surrounding community by monitoring public areas.
3. To deter potential criminal activity by making it clear that CCTV surveillance is in place.
4. To reduce the likelihood of incidents, including theft, vandalism, and workplace violence, through visible surveillance.
5. To provide real-time monitoring of activities in specific areas to quickly identify and respond to incidents.
6. To identify and mitigate risks associated with safety and security through proactive monitoring and assessment.
7. To capture, preserve, and provide video evidence to assist in investigations, legal proceedings, and incident resolution.
8. To monitor compliance with the Pioneer internal rules, company policies and workplace procedure.
9. To monitoring workplace operations and enhance resource management through better visibility.
10. To improve operational efficiency by monitoring processes, such as employee attendance and workflow.
11. To ensure compliance with safety regulations and industry standards through effective monitoring.
12. To ensure adherence to applicable laws and regulations related to privacy, data protection, and surveillance practices.
VI. Security and Storage of CCTV footage
We ensure the security of the CCTV footage which may be image/footage is included by implementing necessary and adequate physical, technical and organizational controls in accordance with, and aligned to the DPA and related rules and regulations issued by government entities and security standards issued by competent security organizations.
The security measures include but not limited to the following to protect personal data against accidental, unlawful, or unauthorized use, to minimize privacy intrusion and to comply with the requirements under the DPA, and its IRR and relevant issuance of the NPC.
1. The real time monitoring and the storage are in the secured room in Pioneer offices where only authorized personnel are allowed.
2. Policies and processes are in place to:
a. Monitor the CCTV operation
b. Access and view the footage
c. Designate authorized personnel
d. Handling inquiries and complaints
VII. Sharing of CCTV footage
In general, we will not share either providing a copy or for viewing the CCTV footage to any third parties. However, if we receive a request from your authorized representative, we may need to share the footage subject to our policies and procedures, and rules set by National Privacy Commission.
Subject to the criteria of the Data Privacy Act of 2012 and with our internal policy and procedure, we may also share the CCTV footage to:
1. Law enforcement and criminal investigations
2. Court Order
3. Administrative investigation
4. Other third parties
If we need to share the CCTV footage with personal data of individual data subject, if we can and possible, we will send a notification to involved data subjects.
VIII. Retention Period
The collected personal information is stored and retained for as long as it is necessary to conduct the following:
1. Fulfillment of the declared, specified, and legitimate purpose, or when the processing relevant to the purpose has been terminated
2. Establishment, exercise, or defense of legal claims
3. Comply with the regulatory and contractual requirements
CCTV footage shall be deleted and destroyed once it is no longer necessary for its declared and specific purpose.

X. Changes to our CCTV Privacy Notice
Pioneer reserves the right to update or modify this CCTV Privacy Notice from time to time in response to changes in the implementing guidelines and regulatory requirements of the law and if there are improvements in the security technology and consumer requirements.
